NCAOOSCE Successfully Concludes Comprehensive Onboarding Programme for Newly Recruited Staff

The National Commission for Almajiri and Out-of-School Children’s Education (NCAOOSCE) has concluded a five-day induction and onboarding programme designed to equip newly recruited officers with the knowledge, values, and competencies required to drive the Commission’s mandate nationwide. The programme marked a major institutional milestone, signalling the Commission’s commitment to building a high-performing workforce dedicated to transforming the educational fortunes of Nigeria’s most vulnerable children.
The onboarding was organized the Department of Human Resource and Administration, under the leadership of Dr. Daha Tijjani Abdurrahman, Deputy Director and Head of HR&A. The Department coordinated the design, and facilitation of the programme, ensuring that the training met the standards of the Nigerian public service and aligned with the strategic direction of the Commission.
A total of 487 staff—including newly recruited, redeployed, and seconded officers—participated in the virtual sessions, while 153 newly recruited staff attended the intensive physical onboarding programme in Abuja.

Over the course of the programme, participants received a structured introduction to the Commission’s vision, mission, institutional architecture, and its long-term Strategic Plan (2025–2035) for reshaping Almajiri and out-of-school children education in Nigeria. They were also taken through key aspects of the Public Service Rules (2021), Civil Service Handbook, Guidelines to Administrative Procedures, ethical conduct, discipline, internal committees, and leave matters.
To complement the technical sessions, the programme included modules on Emotional Intelligence, Stress Management, Communication, Interpersonal Skills, and Workplace Etiquette, equipping staff with the soft skills required for effective service delivery.
In his closing remarks, the Executive Secretary, Dr. Muhammad Sani Idris, commended the HR&A Department for its leadership in convening and successfully executing the onboarding programme. He particularly acknowledged Dr. Daha Tijjani Abdurrahman for his coordination, noting:
“History will remember Dr. Daha as one of the pioneer staff whose dedication and strategic leadership contributed immensely to the successful takeoff of the Commission. His professionalism and commitment to building a competent workforce are commendable.”
The onboarding further served as a platform for cross-departmental interaction, allowing staff to build shared purpose and teamwork, while reinforcing the Commission’s culture of collaboration and accountability.
By the end of the programme, participants had gained a firm understanding of the institutional framework, operational procedures, performance expectations, and behavioural competencies required to deliver on the Commission’s mandate. The training also strengthened staff readiness to support nationwide interventions that will ensure every Nigerian child—particularly the Almajiri and out-of-school child—has access to learning, protection, and opportunity.

The successful completion of this 5 days onboarding programme represents a strong start to the Commission’s long-term human capital development strategy and its commitment to building a capable, disciplined, and service-oriented workforce.
